The drunk driver that hit me was on Dec 13th, so I know what you mean. The national average of people driving under the influance of alochol or drugs, in the US is 98% of all drivers.
Highway Patrols and Police Departments are setting up more check points than ever before.
If you drink or use: Don't Drive. Many cities set up a free cab service to take you from a bar to your house. If you're at a party; give your keys to someone so you don't drive.
Killing someone while driving drunk is vehicular manslaughter: Murder. It is being, rigiously enforced and many people are spending the rest of their lives in prison for a few minuets of stupidity. And, these people do not have a good time in prison.
I know a few, in AA, who can testify to that fact.
